Teaching an old dog new tricks?

I think this is the right place for this question, it's kinda hard to tell with the new site navigation kinda confusing me but oh well here goes...
As you all know I am a TGE indie licensee. As you may or may not know, I also do computer consulting as my primary line of work.
One of my clients is a small business owner who sells engineering supplies, and has a map room, where he sells USGS topomaps.
He came over to my house one day and I was playing around in the TGE demo app.
He REALLY like the terrain capabilities of TGE.
He asked if it would be possible to to take these USGS topomaps and create a sim in his map room, so that surveyors would have a good idea of the general area they need to go to do to thier business.
Of course I said yes, with a couple of mods, and some conversions we could make this work.
But before I start on this, I need to know if it's allowed since it's techincally not a game, it's a terrain visualizer.
