What do I need to release game in U.S. including a game already being done?

GG publishes, and depending on the type of game it is, you can probably go to the bigger companies too. If it's already done, then that's definitely in your favor.

Or, You can self publish via softwrap.com and/or trymedia.com which will allow you to sell your game(s) on your own website as well as through their distrubution streams (such as download.com, tucows.com etc).
Their is no specific rules to selling your game in the US as opposed to selling in say China or the UK.
The only real barrier or red tape is when you decide you want to sell your game(s) in retail (Stores such Game, Wal-Mart etc). But provided your game(s) is in the english language, you'll be fine.
If you wanted to set specfic rules for countries buying your game (seperate prices e.g. for a game called 'TorqueLo 2' @ $50.00 US and £25.00 UK, people from the UK would not be able to get it for the $50.00 price tag, you could even exclude certain countries) something like trymedia would allow you to do this ;)

He is just saying that we don't have restrictions here in the USA on creative content, unlike some countries where you would have to get government approval to sell the game.

The only real difficulty or the filling of complex forms as well as following certain official US procedures (red tape) is when you try to sell your game boxed through stores in the US. But provided the game is in English language, you'll be fine.
