Number 1, you should really go into the RTS forums. If anyone at GG is reading this, please automatically subscribe people who buy products to the relevent forums!! (Like you do with the SDK)
Number 2, the RTS.SK comes complete with a modified version of Torque, specially designed to handle an RTS style game, as the FPS starter kit is to a FPS game. It is much simpler to start fresh from the RTS.SK than to compile on top of FPS.SK. I'm sure you could impliment the AIWheeledVehicle functionality into the RTS, and the camera is already setup how you would want it.
Do you have a game idea or just experimenting?

I'll wager it is MUCH easier now than ever to learn torque,
having a great community full of people willing to help,
free usable resources all over if you just look,
and the support is only getting larger.
