3D Game Programming All In One

Is Kenneth Finney's book (3D Game Programming All In One) a book that actually teaches you to program? Or does it say at the start "A knowledge of C++ is required" like most game programming books out there? If it is I'll be running out to buy it ASAP, however, if not then I gotta brush up on my C++ first ;)
Thanks in advance for any advice.
Also to those who bought it, what kind of other stuff does it teach? I hear it's quite geared towards Torque, in what ways?

Nice book.
Too bad it is Win32 specific, :(

I just bought the book, and I like the Torque specific information. Too bad the programming section is about the hundreth, if not thousandth, intro to programming I have read, heh.Nice book.
