TSE Lib project

It seems some changes have occurred in the Torque Lib since the last time i checked back in 2003. Is it now safe for non-tool EXEs to try to link against the lib? If not what's recommended to create a new game EXE project? I assume that adding all the Torque source files is my only option? Thanks.
