We will be releasing a list of what we minimally will require in a game to allow it to move into the pay bin. These requirements will be things like how the game must install, system requirements, number of bugs allowed, no X-Rated games, etc.
All games will be "published" in the free bin. Once your game concept is proven to be of high quality, i.e. no bugs, installs properly, does not require technical support, etc., then it can move into the pay bin.
Like Tim stated in another post, we are not here to make content judgements. We may attempt to help you make your game better, or give you free advice that you can use (or not), or even try to get you to change directions, but you don't have to.
We want to have thousands of developers all over the world creating games we have never thought of. If we attempt to make content judgements, we would be stifling the very process we want to foster.
Getting your game into the retail channel is a different matter. That will hinge on your games' success on the GarageGames site, and is much more subjective.
