Warden Patrol

About a month back, a colleague who had a "fine" day was fuming and suggested creating a game where we run over parking wardens. That germ of an idea has strangely been bugging me all day today, and I involuntarily thought...
The game will take place in an urban city setting, with moderate to light traffic, and lots of parked cars. There are a fair number of carpakrs as well as road side parking spots that traffic wardens love to haunt. The objective is to rove around in your car, and take them out when the warden patrol alerts you another vicious ticket-sticker is on the prowl. But killing is not enough!
Each target warden has an anxiety meter. Each time you attack one without killing him, the anxiety meter rises. The more anxious the warden is when he finally bites it, the more points you score. If you make the warden over-anxious, he will suffer a nervous breakdown and give up. If this happens, you can leave him alone to cool him off, only to return later to bring him to new heights of anxiety.
The car you control can be modded. No fancy Uzis or other firearms. If you could afford that hardware, you wouldn't mind paying the occasional parking ticket would you? Everything is strictly poor-man DIY, from the baseball bat sticking out the window, to the straightened paper clips welded to the bonnet of the car.
Higher levels can perhaps include missions where you take out the traffic police? Baiting them by speeding and then turning on them? See how safe they feel on those flimsy patrol bikes now!
The game can have a multiplayer mode. One team of warden killers and one team of cops. The cop's job is to keep the designated warden alive. When the warden finally dies, or time runs out, roles are reversed, and the team that kills him the fastest wins.
Art style should be slapstick cartoon. Don't want it getting too real. Perhaps something along the lines of happy tree friends?

I think the game sounds hilarious. Most people do that with Grand Theft Auto or Midnight Club, but there aren't any modifications to the way you kill them (like smacking them with a 2x4 as you drive by). Sounds fun.
