What to do withe OpenAL download

So I downloaded the OPENAL as adviced by the Torque installation directions. It's now in my c:\ folder. What do I need to do with it now ? I guess it should be in a torque folder ?

Dont use the latest openAl its not working !
Use the one supplied with the cvs.
