I don't think that is obvious to anybody but a programmer. And yes "typically" supports. Geforce 4 MMX (which I have) does not. If I would have bought this I would have been severely pissed about it.

Cards that do not support shaders will still run fine on DirectX 9.0. That is the min spec for a couple of reasons. First, it's the lateset API and 8.1 does not support 2.0+ shaders. Secondly because there is now a good possibility that we will support some kind of crude fixed-function support in TSE - at least for a while.

On a related note, will the other features not relating to graphics - the new terrain code - be available without the somehwat heavy TSE requirements? Would this require a retrofit into TGE or do they co-exist and is the terrain another module?

The new terrain requires vertex buffers, so backporting wouldn't be a simple task.

I heard a bit about 3.0 pixel shading. Is this is dx9 or coming shortly?

The next version of D3D will support pixel 3.0.

DirectX 9 Compatible 3D Accelerator cards typically have Pixel Shader 1.0 support.
Not to mention, TSE stands for Torque Shader Engine. It would be quite obvious that it requires at least a Pixel shader 1.0 capable video card.
