Is there a good sound effect Program
out there that is the Free?

if not whats the best Non-Free one?

Audacity is a great, free, open source multichannel audio editor, do a google search.

What do you mean by "sound effect program"? the question is vague.

I'd say that the best paid would be Acoustica Mixcraft - www.acoustica.com
It's fully capable recording and mixing software. It also includes thousands of royalty free samples that you can use in your game!

You could check out FLStudio at http://flstudio.image-line.com.

You have to pay for the full version but the demo has everything available except saving what you're working on. Seeing how you just need it for SFX you should be able to create something, export it, and place it in Torque with no problems.

In my opinion it has a bit of a learning curve but I know it works fine for making Torque SFX. I'm a senior at Brown College for Game Design and Development and they had us use this program when we had to create some sounds for in-class TGB and TGE projects.
