Seeking help regarding free textures and design

I am planning on making an fps castlebuilding game. I would like to design it in a bright world with lots of sunshine and beaches, similar to the feel of Mario Sunshine. This rambling does have a point and it is this:
1) Has anyone stumbled on textures that could depict such a place? Sandy bright beaches and sunny grass land.
2) The water in the FPS Torque demo does not seem to have an "ocean feel". Are there any resources that have addressed this issue? Possibly a workaround, texture set, or otherwise.
3) What is the implications of such an expansive sea that encompases a whole level. Will this have a serios impact on game performance, and network speed? (I am leaning to yes)
Any comments you guys might have would be great. I am often surprised by the value of the responses I recieve.

Have you considered bundling them up and selling them ?
There are a lot of people around trying to sell ten grass textures for more than your credit card limit but I think if you do it sensibly it'd make you a decent wad.
A typical example is myself, though I think I might speak for a lot of programmers. I have just about enough skill with Max to make a crap demo level that allows me to program the beginnings of a new game before getting some proper artists on the case. I'm always scratching around for old textures to slap on these prototypes even though I know they'll be redone later - the better a level looks the better it feels even if it is just a test.
I'd be happy to pay say 10 bucks per set of terrain and general purpose stuff, as long as I got a lot (as I don't actually need em). I can't be the only one, surely ?
I'm also pretty sure that you could sell them for actual use in final levels but then again I'm not an artist so not really appropriate for me to comment on that area.

or a company that does stuff like 'SpeedTree' and the like in the areas of 3D and 2D areas.
