Pretty good modeling with extra-good texturing would be my suggestion.

The stock debris is a VERY good idea.
Do anyone know if someone is selling a license for max 4 or 5?
@Eric. No sh*t ;)

@Ted THanks a lot. Yeah I thought of both methods. I'll be using either Gamespace or Max for this. at the moment I'm using GMax for learning all the techniques for our game. gmax works but I will obviously need to buy max to get the commercial product running.The stock debris is a VERY good idea.

What modeler are you using for this task? Sounds like what you want to do is create the outlines of the walls in your modeler as an outline, then extrude or loft that and boolean your windows and such.
You can also use stock objects like rocks and stuff to boolean subtract at different angles to achieve the "broken walls" look. There's a lot of different ways to achieve this in modelling, it really just depends on your style.
One thing you'll want to do is create a dozen or so stock debris objects and then scatter them around, so you don't wind up modelling a million of those, and they're reusable, so you can just scale, rotate, and move them to make them look different. Hope that helps.
