how to publish the project on the web

Hi, one question is haunting me: how to publish the project on the web. First, I read the the torque-3d official docment, but I can't find the Torque 3D Toolbox. Then I found tonycrew and Steve Acaster's discustion on the foums: http://www.garagegames.com/community/forums/viewthread/135747. I realized that these buttons have been removed from PM 2.1 .
My question is how to use PM 2.1 to publish the project on the web. Can someone provide me with a tutorial?
Thanks for your time.

Sorry - Part of that is that you will need a professional version of Visual Studio to build the IE and Mozilla plug-ins (not sure if anyone has made one for Chrome) because it relies on libraries that aren't distributed with the Express versions. The rest of the process should be similar to preparing for a normal game release, but I'm not sure how the web side should be set up.
