Basic Lighting and Sun

Does the sun brightness also affect the brightness in interiors? From playing around with the day China Town map, I notice the interiors look blown out from lighting, as I lower the sun brightness it gets darker inside of interiors. Is there a way to avoid the sun affecting interior lighting brightness?
