where Control Palette located in gui editor?

can not find out where Control Palette located in gui editor?
in my gui editor there is no Control Palette.i also have search in menus.can anyone tell me what to do to show up Control Palette.as far as i remember,in windows 7,Control Palette automatically was showing.
now i am using xp.
