set-height and me round 2

I have such a hard time with the set-height tool. I guess I just do not understand it. This is where I'm at. I created a terrain and moved it to the origin. I know want to grind out a river bed to place a river. So I go to terrain editor and select set-height. I get the circular brush and adjust the size to my liking. This is where I have problems.

I set the height to 10 and it punches a hole straight through my terrain. In fact I even tried negative settings to no affect all the do is punch a hole straight through. I finally found at around 500 for height I get close to what I want.

I guess what I need to know is how is a height of 500 making a depression in my terrain? I would think that at 500 I should be raising my terrain?

This tool just really confuses me lol.

512 is origin height for terrain ... to give space for digging down. No part of a terrain should EVER go below true 0 height. Can't remember why off the top of my head.

ok that makes sense thanks. Does that still apply if I do not move my terrain to origin? In other words if I just leave it where it was created.
