Icon Editor/Creation on mac

Just curious but is there programs that i can use to edit or make icon files?

There's an app named "Icon Composer" included with XCode.

Icon Composer is what I use to piece together the .icns files too. I use Art Text 2 with Acorn to actually create graphics.
