what all is needed to make games for iphone and apple devices?

I read that the itorque 2d has been reduced to $99. Sounds great and all but what all is required in order to release games on the iphone and ipads? I mean is there a bunch licensing that has to be signed with apple first? Do you have to be a registered tax paying company?
Sorry if I sound like a complete noob. My field is design not the technical or legal factors. But yeah Im anxious to make the investment but would there be more to it than just purchasing the 2D engine and making the game with it? Does that engine automatically give you the rights to develop and publish the games? I did read the EULA for developers but a lot of it was greek to me.

btw, I dont own any apple devices either. I only have a pc.

But I do appreciate any responses good or bad. thanks.

1. You need a Mac running OS X 10.6
2. You need an iOS device, such as iPhone, iPod touch, or iPad
3. To publish a game, you will need an iPhone developer license ($99). If you want to register a company and multiple developers, then you will need proof of operations.
4. To publish using iTorque 2D, you need a license per developer ($99)

That's pretty much all you need to get going.

It's a pretty simple process, not "a bunch" of paperwork, but you do need to sign up with Apple for access to the App Store - that's $99 per year. Individuals can sign up, in which case the publisher description in the store has your name on it, rather than "Foo Games."

You can do most of the TorqueScript development work on Windows, but you need a Mac for the final steps - signing the app, uploading it to an iDevice for testing, and publishing it to the App Store. You'd also need to use a Mac for any Objective-C coding you want to do.

Obviously, you'll also want to have an iDevice or three available for testing purposes.
