Tribes 2: Rain

#1 First of all, this is the wrong topic. Second of all, Tribes 2 is copyrighted, so you can't use any of their textures, models etc.

But he can use it to base his work on. Assuming that someone will post copyrighted work here is something else ;)

#4 If you really needed the .png file for rain from Tribes 2 for development purposes I'm sure you could download the Tribes 2 demo, you'd get a number of resources from that that you could work with...

I have no idea about how legal it is but I'm sure as long as you change them all before distributing your game it wouldn't be a problem.
