Prerequisite to Torque --- Visual C++ installation problem

Torque runs on top of Windows Visual and XNA libraries, making installing these necessary.
My problem comes from the installation of visual c++. Microsoft makes it impossible to download everything on an usb-key and offline install on dev computer. I have different computers some of which are dedicated for offline-experiences only.
My question is to know whether there is a way i can purchase Visual C++ CD-ROM for offline installation or do you have any idea that can workaround this obstacle?

in downloadable versions, that you can copy to a USB for offline installation.
