That depends on what you are trying to develop a game for.

If you're looking to create a 3D game for Windows, Mac, XBOX 360, Wii, Playstation 3, et cetera, your best bet is Torque 3D Professional.

If you're not looking for a big publisher title, and are more or less just doing it for indie development or as a hobby, and you're only targeting Windows and XBOX 360 (through XBOX Live Indie Games), you also have the option of checking out the TorqueX engines for either 2D or 3D work (TorqueX 2D and TorqueX 3D, respectively), which use Microsoft's XNA Framework.

If you're looking to create 2D games for Windows, Mac, iPhone, XBOX 360, etc, then you want to look into Torque Game Builder (and the upcoming Torque 2D engine).

Keep in mind, however, that development for XBOX 360, iPhone, Wii, and other console systems, you will have to be a licensed developer for the console (in the case of XBOX & Wii) and will have to purchase a separate license, on top of the standard license, for whichever game engine that you choose (doesn't apply to Torque X development for the XBOX 360).
