Confused about heightmap height scaling

I have a few problems with the height of some of my mountains since they are a bit to small.
im Using the L3DT height map creator to make my heightmaps with, whenI then import the PNG file into torque3D I find that my mountains are way to small, like I want atleast one of them to like extremely huge.
PNG picture is 4096x4096
Imported with 10 meters per pixel and started out with setting the height scale to 1000, where you could barely see that it was a mountain, more like a hill.. so I decided to kick it up to 5000 which was a lot better.
I then figured that the mountain is only about 1.6 kilometers tall where as I would like it to be around 4km to 5km tall.
I then tried to kick the height scale up to 9000, where it seemed like that the mountain actully got smaller.
any help on this would be greatly appriciated !

try 20 meters per pixels or higher, will increase the overall scale of the overall map. 4096 is pretty large of a heightmap, so you will not lose much detail.

Also I had to scale up the Height Scale of the heightmap when importing to 10.000 instead of 5000 for it to look like it did before. Otherwise it all just seemed all flat.
Then I tried to set the height scale to 14.000 though to be honost I could't see any difference at all. the difference between the lowest ground level height to the highest, is still very small.. or well... atleast too small anyway.

The big retangle that you can see on those pictures, are 2 kilometers high. Compared to the mountain that is like nothing.

EDIT: okay so I did a quick test where I changed it from 14.000 to 16.000 there are no difference at all when changeing the heightscale at all. it stays the same.

you have to set the height on import. using the scale value after does nothing.

Well I did that... I did remove the old terrain and imported a new one changeing the Height scale
