this is exactly what i want to do, but i have TGB with no source...

whenever i move the foreground, the middle layer should go transparent only for the area underlying the foreground, thus revealing the background in the circular shape...

so i can make the entire middle layer transparent, but all i want is for the circular portion to become transparent...

But if you gave the exact details of what you are trying to do, a solution could be possible.
Take, for example, an actual window. If you created a scene in TGB that had a transparent window and then placed a static graphic behind the window, it would just automatically work.
