datablock reference for vehicles?

I've been looking, but I can't seem to find it anywhere.. is there a description someplace for the datablock in vehicles, in particular hovervehicles? Trying to figure out how to give them mroe traction, and less "float" and I'm just not sure what to change. Actually, this would be nice to know on the new Wheeled vehicles as well....

For instance: In wheeled vehicles, how do values like maxWheelSpeed = 54 or engineTorque = 6750 convert to kilometers or miles per hour?
