Windows 7 Issue with TGB

I was working with TGB on the Mac before and it worked fine.
Just downloaded the latest Windows version (1.7.4) and installed it on a fresh install of Windows 7.
What I'm finding is that the screen UI is screwed up. The menu buttons at the top are barely visible. It's like the drop down menus are covering over it or something. Actually it is more like the UI is slightly scaled up (from the center out), preventing the whole UI screen from being visible. However, even worse is that everything I click is off, I'd say by about half an inch. That is, when I click on a spot on the UI, it actually registers the click about half an inch above where I click.
This has made the program completely useless for me.
I've tried everything I can think of. Resizing everything. Even reinstalling it. Rebooting. Running in compatibility mode. Nothing seems to fix it. I am running dual monitor mode with 2 1900x1280 monitors side by side. Have many other programs installed and this is the first time I've seen this issue before. It is definitely something specific with TGB.

in program compatibility options, check turn off compositing for this program.

I have the same problem. Where are these "program compatibility options" ?

Before the fix, there was a small black bar appearing at the bottom of the screen and that shifted everything up slightly and screwed up the mouse clicking.
