terrain flattening tool not flattening properly

The terrain flattening tool is close to actually making flat terrain.
Make A Hill, try to flatten it with the flatten tool. The terrain will slowly increase in height after you have run the flatten tool over it. To me thats not flattening like it should.

I was just thinking and it would be nice to see a right click added to the tool to lock the height you desired by choosing the terrain at the choosen height and right clicking to lock that setting in. If you need a diffrent flattening height go find some terrain at the height you desire and re right click to reset it at that height.
Just a thought.

Spock assures me this is perfectly logical.
Try the "set height" tool if you want an area larger than the brush to be flat.
