VisibleDistance is now reducing polycount

Something that snuck in that I just noticed. Before it was reducing the terrain distance, but it wasn't actually doing much to help performance. Anyway, good to see that working and an FYI for others as it is a good option to open up for tweeking to bleed out a few extra FPS for low end clients.

So we're actually culling? I remember some discussion about culling earlier in the beta, but not sure where we've gotten with that. In this day and age the video card typically does some, but what do we have in T3D?

Looks like we have terrain distance, and zones/portals?
