Zap was written in SDL with TNL as its networking base. InstantAction, as William notes, is a separate technology. IA is tech-neutral, allowing any engine to incorporate it into their game as long as the developer has access to the source code.

Is there a way I can put my game on a website like Flash Games?

InstantAction isn't open for 3D publishing, though. I think you have to contact Brett Seyler to get your game published there.
OSAKit, on the other hand, is free. It takes a little effort to get it working, but I have got it to work on a TGB demo I made.
