Im creating a game and i just need some insite into torque X

I am creating a 2D side scrolling puzzle game to be released on xbox live indie games. I have had a good look around and some Dev kits and i was wondering what the deal was.

I have a few questions.

Do you get a torque X Dev kit when you purchase premium membership on the XNA CC. If so is it compatible with XNA 3.0 or 3.1?

Is the Platformer starter kit compatible with XNA 3.0 or 3.1?

If i was the use the free version of torque X (through the premium membership) would the platformer starter kit be compatible with that software or would i need torque x Pro?

And if i want to create my game using the starter kit + torque x how much money are we talking about here?
