[BUG 1.0] Dynamic Shadow issues, terrain height

We have a zone with some mountain like areas that are fairly high up in the air. When the sun is positioned overtop of the zone the shadows are fairly consistant, but as soon as the sun gets to the point where it is starting to go down and is about the same height as the mountain areas would be there is a lot of issues with the shadows. You can rotate the camera 360 degrees and the shadows tend to move around all over the place. This tends to happen anytime the sun is at the same height of any tall objects (rather it is the terrain or a DTS object). This has been a bug since B1.
