Scatter Sky and Water Plane issue?

Create a new scene. Add scatter sky. Add a water plane. Remove the skybox, sun and ground plane. Set the water plane to "fullReflect".

Look around. Out on the horizon you will see horizontal black lines/bars occasionally flickering. I'm guessing this has to do with the reflection calculation delay. Is there any way to get rid of this?

I think this one is a little different. This only appears on the horizon and is not always there. It's larger during fast motion.
